Foreign Income Data
For a given Employee, for whom you wish to report either Inbound Assignee Australia (IAA) income or Foreign Employment Income (FEI, you can:
- Create a Foreign Income Record (FIR) for the current FY.
- This is done from within the Employee Screen (Employment Tab → Tax Setup)
- A FIR has a start date and end date that must fall within the current FY.
- These dates should reflect the Start and End date for the period of foreign income being recorded
- Each FIR relates to a type of Foreign Income (IAA or FEI) and Country of origin.
- For each FIR you can create 1 or more Pay Events (PE).
- A Pay Event is used to capture Foreign Income data as it is relayed to you by the foreign entity.
- You will enter a Payment Date which is the "As At" date of the Payment data you have received.
- For each Pay Event you can create transactions that capture the salary data, including Gross, Allowances, Deductions and Tax.
- As required, you can generate an STP File that captures this Income for your Employee and reports it as a second stream of (IAA or FEI) Income.
- The STP File can be uploaded from the STP Function.
- Typically you will send an STP Update after receiving the OS Pay data and entering it in a new Pay Event for the current Foreign Income record.
- Each time their YTD figures change - you should report them.
- STP files are created for one Employee only at a time. They can be created as required.
- STP Submit action is not supported. Update Actions Only. This means period totals are never reported (that would normally affect BAS W1/W2 values).
- You can also Finalise that STP data and Zero it out if required.
Transaction Types
Presently you can only enter:
- Gross Salary/Wages amount (this is the disaggregated Gross figure - so it does not include Allowances).
- Allowances
- Deductions
- PAYG Tax
Note that NET is calculated for you. Note also that NET is not reported in STP (ever).
Additional Transaction Types can be added if needed.
Transaction Amounts
Must be > 0.
Allowances
You do not need to link Allowances or Deductions to Employees for Foreign Income purposes.
A fixed set of Allowances is available:
- Car,
- Transport,
- Tool,
- Task,
- Qualification/Certification,
- Laundry,
- Bonus / Commission.
- Directors Fees.
You cannot enter After Tax Allowances. You also cannot enter Allowances with a Measure (Meal and Transport).
Note that the Bonus/Commission and Directors Fees types are separate Payment categories under STP and not actually "Allowances" (but we have handled them this way in Eclipse Payroll).
Deductions
Again these do not need to be linked to the Employee.
Only the following Deduction Types can be reported:
- Fees
- Workplace Giving
You cannot enter Before Tax Deductions.
Super
Not accommodated. Compulsory and Personal Super not supported.
Tax
Tax is not calculated. It must be entered.
STSL is not accommodated nor SAPTO for Foreign Income data.
ETP
Not supported presently.
